91 70hp Evinrude gas leak in compartment

Hi hoping someone can give me some "expertise" on this. Have a 91 Evinrude that seems to be getting too much gas to the carb and is leaking into bottom of engine compartment. This is causing it to choke the engine out with the top on the engine, but it runs fine without the top on (I'm assuming it gets enough air this way). I'm goint to replace all gaskets around the carb and noise reducer and see if this helps.

Has anyone encountered this before? Does it need a complete overhaul of the carbs? Also would it help having the engine completely down when starting up? i usually have it slightly tilted for prop ground clearance. Thank you!

With the carburetor face plate removed, pump the fuel primer bulb up hard. If fuel leaks out of the carburetor(s), rebuild them.
