91 johnson 9.9 wont shut off

Working on a remote control 1991 johnson 9.9 electric start with ufi (POWERPACK under flywheel). I can't get it to turn off with key. I tried another remote control box same result. I disconnected the plug coming from under flywheel (black with yellow tracer) and ran a jumper from the pin in that one wire connector and when I put the other end of the jumper to ground it shut the motor off. I tried this a couple times with the same result. Not sure what that test signifies or where to go from here. Looking for help please and thank you

More info. I have continuity from the black pin in the red connector (engine side harness) to touching anywhere on the block. I tried testing for continuity on the black wire with ring terminal (mounts back by coils ) and have no continuity between that ring terminal and the pin in the red plug or anywhere else on the block. Not sure if this points to anything but I have continuity between the wire on the starter solenoid that goes to the starter motor and anywhere else I touch on the block. I can't seem to get continuity between that ring terminal with solid black wire and any pins on the engines red wire harness plug

I found the issue. There was an internal break in the solid black wire from the motors red plug to the ring terminal that joins with the black and yellow wires. Weird as I can literally feel where the wires are broken but see no marks on the insulation for that wire at the breaking point. The wire feels spongy to me for some reason. I can literally push on either side of the break and get the wires to touch under the insulation to allow for continuity. I think my approach will be to cut the black wire a couple inches from where it exits the red plug and solder a new black wire there and run the new wire all the way to a ring terminal I will install and join it with the black and yellow wires
