91 Mariner 60 wont go above 4100 rpm

When I run it out, I cant get any more than 4100 rpm. It has a 13p SS prop. Otherwise, it runs and idles good. I have switched up the trim to try different spots but to no avail. What do you guys think? Oh, the fuel bulb is full while running WOT as well. One other thing, The boat is a 16 ft sea nymph aluminum bass boat.

first check to make sure at full throttle your carbs are opening up all the way.had a 92 60 hp mariner that did the same but what it was in my case was the bottom plug kept fouling and limited my rpms.changed plugs and it ran great,sold it to a friend and it started to do it again and again.long story short turned him on to deepcreap by seafoam and got him to spray the cylinders liberally and let soak for a couple of hours then restart the motor and presto!,no more problems.motor has been in his possession for 2 years now and runs just fine.has his on a 17 foot bluefin bass dominator and it flies along just great.

make sure you take the plugs out and spray liberially into cylinders,then reinstall new plugs if i were you ,let sit for a few hours then start up on muffs or in the water and defogg the neighborhood.it worked for me i hope its all you need and not something else.
