91 Mariner 9.9

I own a 91 9.9 Mariner. Was this rated at the crank or the prop? My lake limits boats to less than 10 horse. Would I get more power with a new 9.9?

It is rated at the prop, guy. If it is in good running order you have the maximum legal. Good luck.

9.9 is 9.9 whether it is new or old - 2 cycle or 4.
