'92 Force 40hp trim problem

The trim on my 1992 Force 40 hp is stuck in the down position. When pushing the button on the throttle handle I can get the motor to go down but nothing happens with the UP button. When I push the UP button there is no sound, clicking or any movement and I have already swapped the solonoids and the motor will still go down but not up so I thihk the solonoids are good. I suspect the switch in the throttle handle may be the problem but not sure how to test it. What should you expect to see at the solonoid wire when the UP / Down button is pushed? Are you looking for a voltage or a ground? Is it OK to connect 12 volts to the blue wire to the trim motor and expect it to come up? I don't want to damage anything else while chasing this problem. Any other suggestions will be greratly appreciated.

The button itself is a single pole double throw M O M switch (Momentary on---Off---Momentary on). Center terminal is a 12 volt source and either side terminals deliver 12 volts to the respective solenoid. You can connect 12 volts directly to the trim motor but you must use a heavy gauge wire. The motor can draw up to 30 amps. Since both green and blue are at default ground through the relays, leave the green connected and jump 12 volts to blue to raise the trim.

I appreciate the helpful information. As it turns out the +12v wire was broken off inside the relay connector. I had to take the rubber backing of the connector to get inside to see the broken lug. I went to the auto store and got another lug and replaced the broken one and it is working fine now. It took some time to figure this out because it is not easy to get inside the comnnector without breaking any other wires. Thanks again for the help.
