92 Johnson 50 power trim problem

I picked up a good running Johnson 50 that sat in a garage for a few years. Hooked everything up on the boat, runs good. BUT power trim does not work, I can get both relays clicking. Have tested trim motor to a battery , and it works. I pulled the relay block, and cleaned connections, have 12v at wires coming from the toggle switch, but the voltage seems to at that pin. Relays are good and I pulled them hooked up the circuit to a battery and it operates as should off the motor, used test light to verify operation. They are both 5 pin relays.

My question is When the 12v is applied to the relay, it clicks, energizing the relay. Is there supposed to be 12v coming in on a separate pin to complete the circuit?

Should I have 12v constant at one of the pins is what I should have said? Because I don't, only get voltage when trim button is depressed.

If the relays click, and the motor passed a bench test but does not work via the clicking relays, replace relays. They are cheap, maybe 8 to 12 bucks at the parts store.
