92 Kawasaki TS Jet Ski- Starter Problems

I have a 92 Kawasaki TS Jet Ski, sit down type. It was working fine and then i went to start it on the water and the starter just spins, like the starter is not engaging. Would a weak battery cause this? Any help is appreciated, thanks Mario

The bendix spring is stuck or busted. Thats not a fun ski to be changing a starter on. A low batter can possibly cause it but not likely
