92 Mercury 40 HP OB Starting Problems

Hi Guys, I have a 1992 Mercury, 40 hp, 4 cylinder oil injected outboard on a pontoon boat.

I always have a difficult time to start it, and it leaves a lot of oil/gas on the water as I am trying to start it. Typically I start the engine by putting the remote into neutral, pushing the lever full forward and then cranking and cranking...with and without choke. Usually it will start, but not without a lot of cranking and often having to squeeze the primer bulb a lot.

In addition, the remote throttle box seems to be out of whack because now it will start, (after the cranking) but will not rev up, and as soon as I move it to "in gear" the engine stalls.

I believe the remote throttle control box might be gone bad. But not sure if it is that or another problem causing the starting difficulties. Is there a particular position the control lever should be in when it is assembled? Could that be the problem, or part of the problem? The leaking oil/gas in the lake at startup bothers me, naturally. Should I replace the control box? I have attached a pic of the control box.
