92 mercury 50 hp rebuild or new block?

After troubleshooting the electric components and not find anything, I teared engine aparth.

Found the problem for sure!!
Some amateures has clearly done some work inside the block!!!
The cylinder sleeves has been changed at some time,and two of them are not pressed into the bottom,or the work
has been poorly done so they have work themself upwards in the cylinder, they have even tried to secure the sleeves
by weld a BIG aluminium perl on the block near the sleeve edge,keeping them in its place.

Thats not all,two off the pistons also were a tiny bit seized at both side, and one of the rings were bad, cylinders could get well by honing I think.
Crankshaft and rods are ok.

So my question is: Is it possible to try and press the sleeves down to its place in a hydraulic bench,or do I need new ones. How is this usually done?

What I really think is : Should I even try fix this block ,maybe better to get a new/used ok powerhead.

Suggestions?

The most common way to fix a slipped sleeve which is quite common in the 3 cyl engines is to drill and tap a hole from the outside thru the block and thru the tapered part of the sleeve after the sleeve in the proper position, using a short bolt that is only flush with the bore, use lots of red loctite to install the bolt and after it drys use a die grinder to smooth the taper back out.
