92 or 93 Johnson 48hp idleing bad

The motor will not increase the rpm's when the throttle is opened all the way. If you slam it wide open it will jump but then die back down. It will only run at or just above idle speed. The plugs have been changed. I have been told that it might be that the import might be jelled up. What do i have to fix this problem?

Do a spark, and compression test, then take a look at the carbs. Sounds like a carb problem, but thats just a quess.
