93 40 suzuki trim problem

I can hear the relays click but motor does not move, anyway to test trim motor with jumper wires to see if its the relays bad??

On two wire t/t motors just hook the wires to a battery (after removing them from the relays). The motor will go up in one direction and down when you reverse the wires.
