93 Johnson, Fouling plugs, new rebuild?

1993 Johnson 60hp Pro Tracker. Ive fouled my plugs everytime I get 100 yards from the launch. It feels like the boat just gives out and bogs down. This motor just got bored, sleeved, and re-ringed. It also got a new fuel pump getting rid of the oil injection. Since Im still breaking in the motor, im running double oil for the first 10 hours if I can stand it. I think I may have mixed more than double oil, maybe like quadruple. I cant remember. My real question is: Is there anything besides too much oil that can foul plugs? After it bogs, I can let it idle for 20-30 seconds, and it will take off when I give it the gas. 20 yards later it will bog back down.<br /><br />Another question is: Can I just use the same set of plugs and soak them in citrisolv to break loose the varnish and brush them up with a fine wire brush? One guy told me once you foul a set of plugs they arent any good? I find this hard to believe... anyways thanks for listening.<br /><br />-Greg

In my experience with a rebuilt engine I had similar problems. Fouled wet plugs and dirty carbs, especially using too much oil. Have you pulled the carbs and cleaned them thoroughly? I'd clean the carbs and put some fresh gas in with exactly 25:1 mix, not anything more, during break in, and then back to 50:1, with accurate mixing each time.
