93 merc 115 starts hard

My '93 115 hp 4 cyl has been hard to start lately. It runs great once it starts, but I have to use the cold start lever & choke it to get it started. It doesn't matter how long I run it, as soon as I shut it off and it sits a few minutes {like getting a skier back on board} I have to use the cold start lever & choke. I'm thinking that maybe I'm losing fuel pressure as soon as the motor stops. Would this be most likely a fuel pump issue or a primer bulb problem, or is there anything else I haven't considered?

Load test the battery.-----Inspect the starter motor.-----Starter may just need new brushes.-------Slow cranking means your motor will be hard to start.-----Note , most folks will respond with---:" my motor cranks just fine " :

I will have to go along with "most folks" on this one. have two brand new batteries (less than 2 weeks old) and it cranks fine. I never mentioned "slow cranking". The problem is lack of fuel.
