94 40HP Force Will Not Start

Ok, I have what I believe is a 1994 40HP Force 0E022565 that I can not get to catch. It had been in storage for a couple of years and I did get it to cough and catch one time, nothing since. I will list out what I have done and checked. Any help would be greatly appreciated. Waiting on my manual to come but itching to get on the water.

Spark - Nice blue spark (Checked out of hole and with spark checker in the hole) (Tried three different plugs)
Fuel - Rebuilt fuel pump and carb
Compression - 95psi on top cylinder, 90psi on bottom (was told this is a little low but should still catch and can decarbon once I get her to run)
Primer is working properly
Timing with plugs out, wires grounded, and WOT is at 28degrees
Started with idle screw about a 1 and 1/16 turn out and adjusted an 1/8 out at a time to try and get her to catch (Now back at 1 and 1/16th out.

When I pull the plugs after trying to fire, they are always wet. I am getting a little white smoke out of the exhaust, not sure if some of it is burning or this is just gas vaporerizing.

Start procedure:
1) Pump bulb until firm
2) Lift lever for fast idle
3) Turn and press key in for 3-5 seconds
4) Start cranking
5) Start praying for a cough or something other than just the motor spinning.

I am pretty mechanically inclined but new to outboards. I will take any advice I can get.

Pressed key while cranking? Pressing before cranking does nothing. Stretch 3-5 secs to 10ish per attempt.

With the key in the on position, shouldn't it get power to the primer? Sorry, don't know alot about how it works. I have extended holding in the key with extended cranks and still nothing. I have also held my hand over the carb to try and choke with nothing.

I read through the FAQ "awaking a sleeping OB" have done all of that and still no pop. Just spins over, not firing.

Ok, checked spark gap and it will not jump more than a millimeter or two. Looks strong on plug and lights up my light bulb checker but wont jump the gap. I checked the Ohms across the blue/blue white and it is astronaumical at 1.5 MOhm. What would cause this to be so high? It doesn't seem reasonable to me, but I checked it 20 times to convince myself.

Haven't learned that stuff yet. Others will be along. Patience and be certain of the info you post.
