94 J25RERC trouble starting after sitting three weeks

I have been looking for similar posts but cannot find what feel is the exact problem I face.

The motor has new coils and a new power pack. I have replaced the head gasket about 1.5 years ago. I currently have new plugs and I have just cleaned the carbs. The motor sat for three weeks after an outing where the motor functioned perfectly.

My motor is now very very hard to start. It will only start if I have the throttle as high as it can go while in neutral.

I can get it to start rolling over well, sounding like the next pull will fire it up, and then it will just make a hard sneeze out of the exhaust and become harder to pull.

I will then reprime the bulb and prime the carbs agin (three pulls on the tab) and have the same thing happen again. Every now and then it will fire up.

I have adjusted the air speed screw, seated and 1.5 turns back out. I cannot get it to idle. It has always disliked idling but now it just won't do it a bit. What stumps me is the severe turn in three weeks of no use.

I am looking for help to determine where I should start. Part of me thinks the head gasket has sprung and air leak and that is my problem.

Any help is greatly appreciated, I have very little knowledge of motors and this is out of my understanding.
