94 Merc 115 slight surge at closed throttle

I have a 94 Merc 115. It's a 4 cyl and I think it is the 2+2 system. I am getting a slight surge when in forward gear at closed throttle. If I give it a little more gas, the surge stops. Is this normal for the 2+2 system, or is it something I should be concerned about? <br /><br />Also, the remote throttle doesn't move smoothly. It is the Commander 3000 Model on a 94 Nitro bass boat. I am planning on installing a foot throttle I recently purchased so not sure if I should even worry about it, unless the problem is in the motor and not the remote. Any suggestions would be greatly appreciated.
