94 Mercury 115 running problems

I have just bought a boat with a 1994 Mercury Tracker 115 oil injected motor. The motor has not been run for over a year. I have a new battery, and it doesn't want to start well, it doesn't turn over very powerfull like. Smokes a tiny bit at idle, and doesn't idle very well. It also cuts out at higher rpms, 25mph+ for a split second here and there. The first time at the lake it didn't cut out, and it ran better then it does now. Also there is brown oil on all the spark plugs when I pull them out, even after its been run. Even though its a 94, the motor has not been run much, its very clean and the prop has no wear at all. Its been sitting most of its life. Oh and I pumped the old gas, and put new 93 octane in it. Anyone have any suggestions on what would be wrong please let me know, Thanks.

Crud in the carbs & fuel system. Try Seafoam in the gas and if that doesn't clean it out a carb rebuild. Undo & clean the battery terminals, even if they look good on the outside. Check for corroded/loose terminals/connections inside the cowl. Switchboxes or stator failure could be causing the wet plugs. Somehow moisture gets into the electrical parts especially when a motor just sits around. They need to be run & warmed up once and a while to dispell the moisture.

Oh man everything is so clean, the boat was garaged all its life, i pulled the air box cover off and looked at the carbs, they are so clean, jsut clean green oily residue on them. Where are the switchboxes and stator located? I probably should get a service manual.
