Here is my problem, I bought a used 1995 70hp evinrude outboard and from day one it seems to have a rough idle. It will start right up when cold and when under way it will cruise with no problem as long as you want. Once you shut it off it almost never starts back up. It acts like it is flooded. Since this seems like a hot issue I can not get it to act up on the muffs. Here is what I did so far. Removed all three cards and rebuilt, adjusted carbs as well as i could while running rough, Did compression test. I am getting 130+psi on all cylinders. Replaced spark plugs and gapped properly. Checked to make sure timming advance is working. Here is where I found my problem, when checking for spark I noticed that the spark was intermittent and sometimes weak to all the cylinders. How do I test the power pack and does it sound like I am going down the right path? Also what is a good starting point for turns out on the adjustment screws on the carbs? Please help, I am losing my mind! thanks
