95 Johnson 200HP Starting/Running Problems

I have two issues and wonder if they are related?

1. My boat is always on a trailer and stays in the trailer lock mode. It may go a week between runs. When I put it in the water, I pump the ball until firm and try to start. After several tries it runs quick and dies. I have to pump the ball again and after a few tries it runs fine.

2. When at idle or moving just upon putting in gear the motor will sputter and cough. Most of the time it will die out. It starts right back up, and if I am quick into gear it will run up the powerband. This seems to be intermittent but happening more and more frequently. Other times it runs fine.

My question is would you lean more towards the carbs or the fuel pump? It has a VRO pump that I have converted to a premix system.

Its either assume its fuel and rebuild the carbs with new kits or ...
(personally that would be my choice if its been a while regardless)

or..get a spark GAP tester and set the gap to 7/16th inch

and see if it will jump that big gap, BLUE spark , with all plugs out.

If it passes the spark test do the carbs with kits.

Or try bumping the choke key as you open the throttle in gear ( on the water)
and look for a leak or weak pump.
