95 Johnson 70hp lower unit

How do i get the lower unit to release? removed all 5 bolts below but unit only drops about an inch... need to change impeller.

Did you disconnect the shift under the bottom carb,it gets released by removing the lock pin and pushing the lever toward portside allowing the pin that goes thru the shift shaft to release
