96 Johnson 130 Steering

The boat is a 95 Seaswirl Striper 20' center console. I put in a new Teleflex NFB steering unit in 2003, but the cable is the original (Teleflex) that came with the boat. If I loosen the nuts at each end of the tilt tube, I can move the whole rod end of the cable freely back and forth thru the tube. However,
If I try the steering wheel, it still does not budge, Does this mean I have a bad cable??

disconnect the link at the motor itself, now turn the motor and wheel. if the motor turns freely and the wheel is hard. you can move the complete cable in the tube, and the wheel is still hard remove cable from helm. and check helm. is it rotary or rack? left is rack, right is rotary.
