'96 Johnson 50 HP: Electric Tilt Issue - Manual Tilt Issue

I'm trying to access the power trim/tilt systems on my 96 Johnson 50 hp, but the motor is stuck in the trimmed down position. The electrical trim/tilt system isn't responsive to direct connection to the wires coming out of the bracket, and neither is manual tilt responsive with the valve fully open and tow adults on it.

Any thoughts or suggestions?

In addition - the tilt tube was rusted out and I had to use a honing brush and circular file to clear it out enough for the steering cable...is there another pivot location that could be seized.

Those power trim systems are mounted on upper and lower stainless steel pins. You should be able to remove the "keeper" on the lower PTT pin and drive it out. That will allow you to raise the motor manually to get to the upper pin and power trim motor.

I suppose the tilt pivot could be seized, although I never saw one do that. You could replace the tilt tube, if it is real bad.
