96 Mariner 9.9hp 4 stroke - Who made this thing?

I picked up a pair of four stroke 96 Mariner 9.9hp short shaft tiller outboards yesterday, one runs, the other is likely just parts.
Got the pair of $500. The running motor seems good, it pumps water, and moves the boat along just fine but seems a little rough at idle. The idle seems a bit low.
The local Merc dealer says they don't have a listing for this thing and that it likely was 'imported' from somewhere else?
It looks a lot like a 1989 Yamaha I have, the belt cover attaches with the same screw and L shaped pin, the carb looks identical, and the recoil appears the same. The cylinder head looks different though, the plugs are more out in the open rather than being more shrouded by the casting on the Yami.
Who made this thing? Yami? Mercury with some Yami parts? or something else?
I know in the 80's the smaller Mariner motors were simply rebadged Yamaha motors but a couple of years out of date, but were the later four strokes the same deal?

Pretty sure that is a Yamaha powerhead, but the rest is made by Mercury.
If the dealer can't find info on it, he isn't trying.

Do you have a model and serial number?
Is there a manufacturers id plate on it?
Tag should be right on the front above the carry handle.

I'm not where the motor is right now but I do remember the number began with an OH00, I looked it up and it said something about it being a 'Bondensee' motor in the notes? As far as I can find is that its the name of a lake and/or town in Germany.

If it is Yamaha, does it translate directly to a particular Yamaha year or model power head?
