'97 115 Midsection - Should water be coming from here?

Started it up after winter and don't remember seeing water ever come from these little covers on the midsection, but I may have just never been paying attention. When running on muffs it's gushing out the bottom of this cover on both sides. Is it supposed to be?

That's okay..... water relief escape holes to prevent water from traveling up the driveshaft tube to the lower main bearing area.
