97 johnson 90 V4 tilt will not lower.

I have a 97 Johnson 90hp V4 and the motor will not lower. It is in the full up position. When I push the lower button, it moves down about an 1/8 of an inch and stops. When I release the button, it goes back up to the same distance.

Any help or ideas would be appreciated.

you don't have the lock on do you, the one that locks it up for svc?

No, I checked that just to make sure.
I also checked the relays, they are both good. I am wondering if the pump is locked up? And how would I check that.

Can you lower it by opening up your manual release valve ??

I tried to lower the motor using the trim control on the throttle and it is now working fine. I do not know what the problem was. Both set of buttons are working good and I cannot duplicate the problem.

You could have a switch on the throttle control going bad. Or else a relay.
