97 Mercury 25hp No start with key but can pull start with key on

Everything was running just fine then the motor died. Tried to restart with the key but nothing, no click from starter. Turned key to on position and pulled the rope and it started right up. Thought at first Neutral switch but it shouldn't start with the pull rope if that was the issue. Ignition Switch? If I turn the key off it will not start with the pull rope. Batteries were replaced last summer

Welcome aboard.

Yes, it will start with the rope if the neutral switch is bad. Neutral switch only controls the starter.

If you have a meter or test light, put it on the small solenoid stud from the key switch to see if the solenoid is getting the voltage to energize the solenoid when turning the key to start.

If you are seeing the voltage, jumper from the battery feed cable stud on the solenoid to the small stud connected to the key. Make sure the motor is in neutral and key off or you may be taking a swim as the boat motors away.
