98 Mercruiser 5.0 Alpha One Trim Guage on dash not working

Hi, I have a 1998 Mercrusier 5.0 with the Alpha One drive. My trim level guage is always in the up position never moves, even when the drive is all the way down. What could be causing this?

is that on the left or right side of the bellhousing?

Depends on who installed them, one is marked T.S. (trim sender) the other is marked T.L.(trim limit)
