98 Ocean Pro in apparent Slow Mode

Spend a while now fixing this engine based on all the threads I have read and I'm not getting anywhere. It's summer now and I can't do it anymore! I need to ask for some guidance.

Boat is a 99 Aquasport Explorer 215 with a 98 Evinrude Ocean Pro 200 on it. Went through the carbs (cleaned from sitting and replaced one float needle) and fuel pump (leaking o ring) and put the boat in the water. Wouldn't rev past 2500 RPM and get on a plane. Load the boat back up drived it home.

Noticed the stator was leaking goo, tested it and wire to 2 coils were out of range (100mVAC max with my Fluke in Min/Max mode) so I got a new one. I now have spark on all cylinders. Neither temp sensor is closed circuit when cold and all lights are off on my indicator for the vro/temp. Take it back out and same result. After lots of reading and bringing the manual out with me I disconnected both sensors and the vro in the water and restarted the engine with the same results. Won't rev over 2500RPM when under load. Revs over that just fine if you pull the engine out of the water for a second and revs on ear muffs.

My understanding is the only thing that could cause slow mode is the temp/vro. So what am I missing?

When in S.L.O.W the engine will stutter and shake. What is the compression?

Doesn't stutter or shake. When warm boat fires immediately.

Haven't done compression but I'll do it in the morning. I know I should have done it first, but it was a hand me down boat from my boss that just sat for a while so I went through the carbs and called it a day. But I'll get the answer to that question in the morning.

So I got some compression readings:

Port: 115, 112, 112
Starbord: 115, 112, 110

​​​​​​​This test was done cold with all plugs removed.

Unplug the sensor on port head with tan and wht/blk and retest.....

Did you check shift assist switch? What prop pitch are you running?

I shut down, unplugged both temp sensors and vro and restarted and it did nothing. Head temp is about 150 according to IR sensor externally.

No markings on prop, just says SST. Boat ran normally 2 years ago and wasnt changed so I'm guessing it's not the prop.
