98 Stingray 180RX Starter Problems

Hello,
I am slightly new to the boating world and started having this issue where when I try to start my boat, I can hear the starter motor whine but am not getting anything from the engine. Attached video is what I am hearing when trying to start the engine. If anyone has any ideas on how to fix prior to having to bring this thing to a marine service place it would be highly appreciated.

With any problems, if it's a boat type problem then we need to know what boat you have.

With a motor problem we need to know what motor you have. It looks like a 3.0 but verify. If you have a serial number that would be great

The starter is not engaging, so start need to come off and determine if it's a problem with the starter, or a problem with the flywheel.

Grab the starter and see if it moves

The starter does not move when I grab it.
And my mistake, it is the mercruiser 3.0
