98 XL 760 starting issues

I have a 98 XL 760 and have been experiencing issues starting the craft over the last couple of summers. It never started great but always ran with the aide of some ethanol into the cylinders or carb. Our next problem was that the craft would be maxed out on RPM's and would hit a max of 6 mph. Since this was an ongoing issue, we have siphoned all fuel and added new 93 octane, replaced the fuel filter, battery, and are definitely getting a spark. There does not appear to be a problem with the vacuum seal issue and fuel is getting sucked through the new filter. I have inspected the carb and currently wondering if this is the problem. Presumably it is not creating the proper mixture of air and fuel for ignition but am not sure how to adjust it. Or do we need to do a carb rebuild. Recently I have been able to get the craft running for at most 5 seconds with some ether. Also plan on checking compression but this does not seem to be the problem. Thanks in advance for any suggestions/help.

Check your reeds for the hard starting. If it has not been rebuilt by now,its time .
