99 175 ficht code 18

I keep getting this code on my evinrude. It reduces the motor to slow mode.
I hooked up my diag software and monitored the system and battery voltage.
The system voltage hovers around 27-28 volts. When i increase the throttle slightly it starts to increase towards 40 volts. Then the check engine light comes on with code 18. Is the voltage regulator bad? Can they be rebuilt or do i need a new one?

Code 18 is for excessive system voltage. Most likely a bad regulator, but do not overlook the blue capacitor, test it several times and inspect the connections.

Be sure you have the complete model number when ordering parts.
