99 Evinrude 200 Trim Up wiring issue

I have a real head-scratcher here, for me anyway. Start of the day, tilt/trim was working fine. Once I flushed the motor, I could not get it to tilt back up. Down works fine. So I thought maybe the relay. I swapped relays, but it still didn't work, eliminating the relay question. I started checking voltage at each connection upstream, and I discovered something I didn't expect. The up relay is getting 3 volts from the switch, not 12, not zero. I checked input at the switch on the motor, and the switch is getting 12 volts in, but only 3 volts out. I am guessing I need a switch, but the switch at the helm stopped working at the same time. I can't see a reason why both would quit and one is getting 12v and giving 3v.

I'd love to hear input on this. I will keep testing and post what I find.

If down works its the switch as 12V is applied to common terminal and switch just sends it out blue or green wire. Does it work at cowling?

Check the switch on the binnacle. I had to replace mine.
