99 Johnson 150 oceanpro no spark

i'm getting no spark to any plugs,motor was running last week but now it just wont fire. the otherday it ran for a few minutes but stalled,ifound that a valve in eather hand pump or tank was stuck open allowing fuel to drain from line back to tank.i fixed the problem with lines,tried to start again nothing. i checked for spark and could not see any, i looked around motor and found what looked like a burnt black wire coming from one of my smaller harnesses. NEED HELP BAD!!!

yOU WILL BE AHEAD IF YOU GET THE FACTORY SERVICE MANUAL before getting too deep , have you followed the black wire to see where it terminates?
