99 larson with 4.3gl wont crank

OK so last year I had a fuel issues which I think I figured out but at the end of the season I parked boat and forgot to pull plug. Went to winterize and boat had water in it up past the starter. With that said I went to check everything out this yr and it wouldn't crank over. Figured starter was rusted solid so I bought new one. Same results. The fuel pump comes on radio and lights work but no crank and no tilt and trim. It just clicks. Any ideas

OK but that doesn't explain the tilt trim issue. It doesn't sound like the starter is even trying. But I will check. Rhx

I'd suggest this tool rather than putting a wrench to the nut on the pulley.

Motor turns by hand. I really think it's an electrical issues but that's my down fall on mechanical work

Sorry... I didn't read the whole post... thought the motor may be seized which it thankfully is not.
Is the drive up now or down? Tilt/trim could be the relay. Check all electrical connections and clean them off.

Not sure about that motor. I have a 5.0gi that can be started with the drive up. I know some have a safety switch that will not let the engine crank if the outdrive is up. Just a thougjt. I would check the tilt/trim relay to see if that will get the drive down. Check neutral safety switch as well or confirm that you are definitely in neutral.

Mine starts with drive up as well. Both click when tried but that's it

Good battery and connections? Can you put a meter to the starter and confirm you are getting voltage? Have you checked the tilt/trim relays yet and can you confirm you are getting voltage there with a meter? A good ground to the block?

OK I've got crank now. The solenoid was not exact as the other one so two wires were crossed. No fuel now. Go figure. And still no tilt trim. I will check relays and such on the tilt n trim and begin to diagnose my fuel issues. I'm assuming same issue I was having last year
