99 model 6 hp. johnson cranking problem.

99 model 6 hp. cranking problem. Have checked spark at plugs and they will fire and looks ok. Gas is getting to carb. Installed new fuel pump and rebuilt carb. Still will not hit a lick. Checked plugs after trying to crank and no fuel is getting to them. Why? Would appreciate help!!

most likely, stuck float needle valve in the carb, not allowing fuel into the carb itself. or clogged fuel jets in carb.
