99 optimax Telflex problem

I am attempting to change the seals on my teleflex. I have the tool and have no problems loosing the steering shaft. However I need to get the end bracket off and I am having trouble. The plastic is only on the steering shaft to prevent damage as I was trying to tap the end bracket of with a wrench handle. I have tried penetrating oil and moderate heat however I don't want to do any damage. I tried a C clamp but couldn't get a straight pull. There is what appears to be a stop that I can loosen with an allen screw and thread closer to the engine side. I was considering using a "tuning fork" wedge to try to force the bracket off but I'm afraid I will break that cast ring with the allen screw. The other side it tough as well. Any advice? I hope the photo will show the problem.

PS the nuts are just hand threaded on so I don't lose them. The photo was taken after I gave up for the day.
