A engine novice would like to know: what the heck IS this bolt for anyway?

Thank you in advance for any advice you can give me everyone. When I went to de-winterize my 1995 Mercruiser 5.7 Alpha 3 Splendor deckboat this week I found this broken off bolt in one of the cupholders. It's about 4" long now- no idea how long the thread should be. After calling the fellow who did the winterization I was told that it had come off the boats starter. Unfortunately, after checking just now I can find no missing or broken bolts on the starter. I did a checkover of the engine and couldn't find any missing bolts. I would be really grateful if anyone could give me a clue as to what I'm missing in my search for the home of this bolt. Here's a photo of the broken bolt (please ignore the drain plug in the photo). I'm thinking it's time for a new mechanic, maybe one that discloses broken bolts when HE finds them instead of when YOU find them...

take another peek at the starter, this time looking for perhaps, a bolt that was replaced and looks new or cleaner then the rest, or ask the mechanic if he replaced it.....
