ad31b can t get more than 2400 rpms

I have twin ad31b s both turbos have been rebuilt. One motor won t come up over 2400 rpms blowing black smoke (not alot) seems to be burning more fuel, I am about to swap out injectors then send injection pump out for svc however anybody have any sugesstions of another suspect

Take your exhaust tubes off and check your flappers. You may havean exhaust restriction.
Cteating back pressure.
