adjusting rpm on an electric governor with a potensiometer

Hey, I have a freshly overhauled Volvo Penta TAMD73P-A with an electric governor. I want to test run it in my shop, but Im not sure how much current the governor pulls. I think the Voltage is from 1.5V idle to about 5V full speed. Anyone have an idea?
