Air valve - what is it?

I have a 1995 Evinrude 115 hp main engine. Runs great. When I cleaned out the fuel filter, I noticed an air valve exactly like the one on tires, located just to the right of the fuel filter. There was also a small mechanical valve below it, like to turn something on, higher-lower, and off.

What is the air valve for? What is the mechanical valve for? What pressure should be in the air valve, and what position should the mechanical valve be in?
