aligning shift shaft to lower unit

installing new motor on boat. Motor was always in forward gear. Pulled lower
unit and turned shaft. I could get the lower unit to shift to neutral. My
queston is when the shifter is in foward the prop should lock in whitch direction. I now have the lower unit in neutral (?)--free wheels in both directions. Should I put the shifter in neutral and install lower unit or put shifter in forward and lower unit in foward?

Les. you can install it with everything in neutral if you have help to turn the flywheel, I use rev as then 1 person can do the job. Then the unit is in fwd the prop locks in counterclockwise movement and rev locks when turned clockwise. It's opposite what you would think at first.
