"Alignment bolts" - what are these?

My manual identifies 2 "alignment bolts" holding the transom bracket to the gimbal housing. What are they and what do they do?

They are only there to align the inner transom sheild to the gimbal housing. Nothing else. Not used for any engine alignment purposes.
