Alignment question - rear mounts

From perusing previous posts on this subject, I know I'm not alone in being totally confused by the rear mount arrangement on my 470 Mercruiser. I want to resolve this issue prior to doing an alignment. I have all required parts in their correct place,including fibre washers and double helix spring washers, and when Bolts are torqued up, there is a space of up to 1/8" in that area. What I need to understand is-

1- Should the fibre washers be clamped tight, or should we be able to rotate them?
2- What is the purpose of the spring washers if the fibre washers must be tight? they don't seem to do anything.
3- The rubber mounts in my bell housing protrude below the surface by about 1/8", should they be flush, or does this indicate wear in the mount?

I plan on replacing the mounts anyway, but I'd feel good if I understood why I was doing it.

1 no, they may rotate, some glue them in place
2 double washer sets the rear height
3 no, 1/8 sounds about right.
