Alpha 1 Trim gauge

I have an '88 Sea Hawk with the 3.0 merc and Alpha outdrive. The trim guage is stuck on up position. Is there a common problem that could cause this, Thanks!

Anyone know the answer? It might even be a stuck guage. I checked he wiring and it looks fine.
