To the starboard side of the gimbal bearing there's a hole in the black metal part of the transom. It's above the shifter bellow. Is that a hole or just a pocket? There was dirt and stuff in if so I assume just a pocket

You mean the grease hole for a greased bearing? Do you have a picture?

If you were standing looking at the transom of the boat from the outside there is a hole on your left side. It`s to use a long screwdriver to install the exaust hose clamp.

I can't post pic mobile can I? If ur looking at the transom from behind the boat it's to the right of the gimbal bearing house. Not on the side of the housing or the ring. It looks like where the oil tube would go if I had an oil reservoir for the gear oil . I don't have that tube there or a reservoir but the hole looks to bee atleast 1-2" deep. Should a grommet be there or is it plugged on the inside

No, it needs to be there. The fitting on the front of the drive fits into it...

It's not where the drive mounts. It's not in the bellhousing. It's on the transom. It's directly right of the water inlet elbow

We need photos... Your description is all over the place... Is it on the gimbal housing or the transom of the boat?

The hole you are talking about is through the gimbal housing (if I am correct with my guess). You have a Gen II drive without a reservoir. Which means your gimbal housing has the location for the gear lube fitting cast into the gimbal housing, but it wasn't machined out on the early Gen II models (91-92).
