I noticed yesterday for the first time i was able to swing the outdrive left and right with my hand manually fairly easily -the steering wheel obviously moved in concert with this action I did grease all the bearings this year and prior to this i dont remeber being able to move it easily at all, any thoughts is this a good or bad thing.

If the wheel is turning with the movements, you're fine. Things will loosen up as wear develops throughout the steering system, from the helm, to the cable, to the tiller arm bushings, to the piviots on the transome assy.
Keep everything well lubed, and life is grand.
It is far better than things getting harder to move.
