I was starting the task of changing the shift cable and noticed marginal growth on the main boot. There is no sign of leaks or cracks in the rubber but there is a lot of sharp barnacle or mussel growth all over the boot.......is this normal or is the service life of the boot near the end -yes I am in salt water full time

Ayuh,.... Growth on it has little to do with it's overall condition...
Clean the crud off it, 'n look for weather checking, 'n cracks..

That said, generally speakin',....
If the lower shift cable has bit the dust, All of the bellows are probably gettin' long in the tooth, 'n might be ready for changin'....
'bout 5 years is the expected service life of all of 'em...
