Alpha I SN6749102 Outdrive Lower Unit. Can't lock prop in FWD to re-attach to Upper

I had an issue with the lower gear unit when trying to re-attach it to the upper unit. At first, the drive shaft would not turn more than a tiny bit even in neutral. Prop turns easily by hand. I used vice grips to turn the drive shaft and break it free, and now it turns easily clockwise and CCW. When shifted in FWD or reverse, and prop turns as it should. However, when I shift it to FWD to re-attach it, it will not lock against the prop. The prop just turns freely. Same if in reverse. Any ideas why? Is it toast? Thanks.

Should not turn easily because of the impeller and you should only turn it in a clockwise direction

With the shift shaft turned fully clockwise the prop should lock in a CCW direction ,this is fwd.

Yes, I know it should lock in a CCW direction, but it does not. I can easily rotate the prop CCW while in FWD. Why would that be?

If you rotate the prop ccw in fwd then the drive shaft should be turning ccw also. If this is not the case the lower unit is somehow been damaged/broken
