Alpha one drive not going up.

I have a 1990 carver santego with two 4.3 liter mercs. I just got it in the water and my starboard engine will not engage to trim up. it will stay down and you can hear the motor but nothing trying to go up. It was dry docked for two years so wondering if it is a contact or any help would be appreciated.

Ayuh,... Is there any Oil in the pump,..??
