Exhaust shutter. Is at the top of the Y pipe, or single pipe on an inline engine. Keeps water from surging into your motor when you slow down. Need to replace them, yours is burned up.

Inside near the high point of the exhaust tubes. I don't know what else you might need, or how to get to it since you didn't tell us what motor and drive and model you have.

Ayuh,....... Welcome Aboard,...... That's 1/2 of the shutter, 'n ya gotta pull the exhaust pipe to get to it,.....

It lives at the top of the y-pipe, or down pipe, under the big rubber coupler,.....

Glad you caught it! Parts left in the exhaust can restrict the engine, restrict cooling, and eventually will wear a hole in the exhaust pipe. Spendy little bugger then.

It could have passed right through the exhaust. Only way I can think of to tell for sure without pulling the motor is get one of those cheap ~$30-$40 mechanics scopes that hook to a phone. Pull the drive and snake it up the exhaust and look.
